Justin E. Driscoll

Justin E. Driscoll divides his practice between litigation and public finance. He has a wealth of experience handling complex litigation matters for major real estate, construction, and health care companies. His public finance experience was gained while serving as Senior Vice President and General Counsel of the New York State Housing Finance Agency and the State of New York Mortgage Agency, two of the largest issuers of tax-exempt bonds for affordable housing in the Country.

Representative Clients / Matters
Managed defense of large health care provider and obtained dismissal of $300 million action against client. Also argued appeals of the decision to intermediate appellate court and obtained dismissal at State Court of Appeals. Logan v. Empire Blue Cross & Blue Shield, 275 A.D.2d 187, 714 N.Y.S.2d 119 (2d Dep’t, 2000).

Represented major corporate clients before State and local governmental agencies and authorities in regulatory and administrative matters.

Successfully defended actions against contractor that installed collapsed scaffold at Times Square. Also successfully argued in opposition to appeals of this decision to State’s highest Court. Goldberg Weprin & Ustin, LLP v. Tishman Construction Corp., 275 A.D.2d 614, 713 N.Y.S.2d 57 (2d Dep’t 2000) aff’d 96 N.Y. 2d 280, 727 N.Y.S.2d 49, 750 N.E.2d 1097 (2001).
