Carolyn B. Kerr

Carolyn Betz Kerr comes to Brown & Weinraub after serving for four years as the Vice President of Government Affairs for UnitedHealth Group in New York, where she was responsible for managing all aspects of external relationships with the Governor’s office, legislature and state agencies and other stakeholders for United’s commercial insurance, Medicaid managed care, Medicare, Health Information Technology, behavioral health and other business segments.   Additionally, working closely with the businesses, she was responsible for developing strategic planning for these segments to maximize opportunities for public-private partnership.  Prior to joining United, Carolyn served in Governor George E. Pataki’s Counsel’s Office for three years, with a portfolio that began with housing and human services issues and agencies, and then transitioned to health and mental health agencies and issues, including Medicaid.   Carolyn joined the Governor’s office after working for seven years as Assistant Counsel to the Office of General Counsel for the U.S. House of Representatives, where she worked on a variety of issues for the House, its members and committees.  Her experience with the Office of General Counsel included federal motions practice, primarily focused on constitutional issues.   Carolyn is a graduate of The George Washington University Law School (J.D.) and Bates College (B.A.).
